Most Western nations have recognized Kosovo`s independence. Serbia is supported by its allies, Russia and China, if it refuses to do so. Friday`s agreement brings the recognition issue to a one-year halt in the US-led dialogue, but a European dialogue continues. The representative of the Russian Federation, President of the Council for October, stated in his national capacity that Pristina continues to sabotage the formation of the Community of Serb Communities in Kosovo. On 14 October, Mr Hoti again ruled out the possibility of operating such municipalities with executive powers. He expressed the hope that the European Union`s mediation would lead to significant progress and took the steps that the parties have in Washington, D.C. stressed that Security Council resolution 1244 (1999) remains the international legal basis for a settlement on Kosovo. There is no improvement in the rights of non-Albanian communities in the province. The protection of Orthodox sites in Kosovo requires special attention. In that context, his delegation believed that Kosovo`s membership of international organizations, including the United Nations Educational, Scientific and Cultural Organization (UNESCO), was erroneous.
The return to Kosovo of former terrorist fighters poses a threat to peace and stability in the region. «This is a time bomb for security in the region,» he said. The Washington Agreement and the «Mini Schengen» project are also strongly supported by the newly opened regional office of the US International Development Finance Corporation (DFC) in Belgrade, following the meeting between Serbian President Aleksandar Vucic and Serbian Prime Minister Ana Brnabić (SNS) and the US President`s Special Envoy for Serbia-Kosovo Dialogue Richard Grenell and Adam Boehler. In the years that followed, Serbia asked the same question to the European Union – the guarantor of the agreement – : can such an agreement be considered valid if a party refuses to comply with its obligations under the agreement? To date, Pristina`s statements reveal that it does not have the political will to participate in new negotiations, contrary to the Brussels agreement. There are several clauses in the agreement which have absolutely nothing to do with the normalisation of economic relations between Kosovo and Serbia and whose inclusion in this agreement borders on the ridiculous.
